저도 영자신문 수업을 하다가 이 문장이 있어서 궁금했었는데, 선생님께 여쭈었더니, 자기들도 평소에 그냥 이렇게 써서 구문을 분석하라면 딱히 잘 모르겠다고 하시더라고요.

이게 약간 영어적인 느낌과 그걸 한국말로 바꾸려고 했을 때의 느낌 차이인 것 같아요.
한국말로는 아무리 번역해보려 해도 이해가 잘 안 되는데, 그냥 영어로 받아들이면 “아~ 그런 말이구나.”하는 것요.

선생님 말씀으론, 마지막 문장을

What determines if something is a swear word is the significance that society puts on the word, to which degree saying it is taboo.

이렇게 보면 된다고 하시더라고요.

“to which degree saying it is taboo” 부분은 그냥 “the significance”를 부연설명 하는 것이래요.
즉, 사회가 그 단어에 부여하는 의미인데, 그 의미가 뭐냐하면 “to which degree saying it is taboo” 요거란 말이죠.

질문하셨던 “the degree to which saying it is taboo”는 관계대명사절이 아니라 그냥 의문사절(간접의문문)인데,
“the degree to which”는 “how much”라는 관용구래요. 저 문장에서 “the degree to which” --> “to which degree” --> “how much” 즉, “특정 단어를 말하는 게(saying it) 어느 정도 선까지(the degree to which; to which degree; how much) 금기시되는지(is taboo)”라는 뜻이 되네요.
